So what do we do with a legacy we cannot throw away?

Moving the waste requires a destination. Right now, the United States has no operating disposal site for high-level commercial nuclear waste. Every ton sitting on the coast of Southern California has nowhere to go. Proposals for interim storage facilities in Texas and New Mexico have spent years tangled in legislative quicksand, caught in crossfires between state officials, federal agencies, and frightened communities who look at the railroad cars passing through their towns and see only a rolling catastrophe.

Nobody wants the ghost in their backyard. Who can blame them?

We have painted ourselves into a conceptual corner. We want the clean energy of the atom without the messy, eternal baggage of its digestion. We treat waste management like an administrative footnote rather than the central chapter of the entire enterprise.

Down on the sand, the tide pulls back, dragging pebbles and dark sand into the froth. A pelican glides low over the crest of a wave, indifferent to the multi-billion-dollar problem humming quietly behind the razor wire. The sun begins to dip below the horizon, painting the sky in violent shades of orange and bruised purple. The air turns cool.
